[Diffusers] Re-instate 0.9 VAE as default VAE

This PR makes the 0.9 VAE the default vae in spirit of https://huggingface.co/stabilityai/stable-diffusion-xl-refiner-1.0/commit/3ae1bc5a3612804ff5a124105ba78001f3f5173f .
The 0.9 VAE should also remedy problems as reported in https://github.com/huggingface/diffusers/issues/4363 and https://github.com/huggingface/diffusers/issues/4310
